Management and Administration of .JP Top-Level Domain Transferred from JPNIC to JPRS - JPRS Starts Management Operations Today (April 1) -

Today, April 1, 2002, Japan Registry Services Co., Ltd. (JPRS; Office: Chiyoda-ku, Tokyo; President: Koki Higashida) launched management and administration of .JP top-level domain that were previously carried out by Japan Network Information Center (JPNIC; Office: Chiyoda-ku, Tokyo; President: Jun Murai).

Operations were transferred today upon the formal approval of JPRS as an organization responsible for managing and administering .JP top-level domain through the "JP Domain Name Management and Administration Transfer Agreement" executed between JPRS and JPNIC on January 31, 2002 and the "ccTLD Sponsorship Agreement (.jp)"(*1) executed between JPRS and the Internet Corporation for Assigned Names and Numbers (ICANN; Office: Marina Del Ray, California, USA; President & CEO: Stuart Lynn) on February 27, 2002. JPNIC will continue to develop the .JP Domain Name Dispute Resolution Policy (JP-DRP) and the related rules for the procedures and approvals of dispute resolution service providers.

The Internet Assigned Numbers Authority (IANA), the function of ICANN for globally managing top-level domains, published in its IANA ccTLD Database (*2) that JPRS became the Sponsoring Organization for .JP top-level domain as of today April 1, 2002 (Pacific Standard Time).

Koki Higashida, President of JPRS commented on today's transfer:

- Transfer process
Up to March 31, 2002, the management and administration of the .JP top-level domain had been delegated by IANA/ICANN to Dr. Jun Murai, President of JPNIC. JPRS was founded on December 26, 2000 for the purpose of managing and administering the .JP top-level domain upon transfer from JPNIC, based upon the resolution (*3) of the JPNIC 11th General Meeting held on December 22, 2000. Since that time, JPRS and JPNIC have discussed the conditions and procedures of the transfer, with the basic mission of contributing to the Internet community in Japan. In the course of the investigation, public opinions were solicited through various forums and meetings held by JPNIC. (The public opinions are reflected in the "Memorandum for the Transfer of Management and Administration of the .JP Top Level Domain"(*4) executed by JPRS and JPNIC on November 9, 2001.") Concurrent with the studies and discussions, JPRS has served as the commissioned operator of the registration of JP domain names since February 2001 to gain experience and refine administrative skills. Thereafter, JPRS concluded the "JP Domain Name Management and Administration Transfer Agreement" with JPNIC on January 31, 2002 and then signed the "ccTLD Sponsorship Agreement (.jp)" with ICANN on February 27, 2002 to pave the way for the transfer that took effect today.


- ICANN (The Internet Corporation for Assigned Names and Numbers)
ICANN is a private non-profit corporation founded in the fall of 1998 in the United States. Its major role is to provide, through private initiative on a global level, the technical coordination of fundamental Internet resources, such as domain names, IP addresses, protocol parameters and root servers.


- IANA (The Internet Assigned Numbers Authority)
IANA allocates top-level domains, IP addresses and protocol numbers at the global level. Until establishment of ICANN, IANA functions were performed by the Information Sciences Institute of the University of Southern California. Currently, IANA operates as a part of ICANN.


- IANA country code Top-Level Domain (ccTLD) Database
Data Escrow in the management and administration of the .JP top level domain is A database listing of country-code top-level domains (ccTLDs) that IANA assigns to countries and regions.


- ccTLD Sponsorship Agreement (.jp)
This agreement clearly sets forth the obligations of ICANN and the ccTLD Sponsoring Organization (JPRS) and the roles of JPNIC and the Government of Japan. This agreement stipulates that ICANN ensures stable operation of the root server system, that JPRS stably operates the .JP name servers, and that JPNIC and the Government of Japan oversee the smooth operation of this mechanism.

JPRS was incorporated on December 26, 2000 to succeed responsibility of the management and administration of the .JP top-level domain and to operate the domain name system.
