JPRS submitted its comments to Report of the UN Secretary-General's High-level Panel on Digital Cooperation

On 30 September 2019, JPRS submitted its comments to Report of the UN Secretary-General's High-level Panel on Digital Cooperation (HLPDC) within United Nations[*1].

HLPDC is a panel convened by the US Secretary-General in July 2018 to advance proposals to strengthen cooperation in the digital space among various stakeholders. After a year of discussion, the panel developed a report that was published in June 2019.

The IGF 2019 Annual Meeting will feature a main session dedicated to Digital Cooperation, which will reflect on the HLPDC Report recommendations. In preparation for this session, the IGF community was invited to provide feedback, especially to the Recommendation 5 - Global Digital Cooperation and the IGF Plus model.

JPRS has strongly supported the arrangement of the issues relevant to Internet with private sector initiative, and therefore supports the open and bottom-up multistakeholder process.

With the above background, JPRS posted a feedback to the report as shown below.

Comment:
We support the concept described.
Permissionless innovation of and on the Internet and technology, the engine of Networked digital society, has enabled all the stakeholders to bear values to their activities and society.
Extreme, rigid, impatient regulation may decelerates (even disables) future innovation. In order to avoid such situation, we support creating processes and implementation of "soft governance mechanism" with open and bottom-up multistakeholder participation.
